Enabling fractional scaling

Needs GNOME 2.26.

gsettings set org.gnome.mutter experimental-features "['scale-monitor-framebuffer']"

Restart session to see the full effect.

Firefox, Chrome and Electron based apps (Atom, etc) will look blurry. Firefox Nightly fixes this (see https://firefox-flatpak.mojefedora.cz/).
