🇺🇸🇨🇳 President Biden is correct. The USA and most of our allies are currently de-risking, not completely decoupling. De-risking is the first step in the decoupling process. Whether we complete the rest of the steps in the decoupling process will depend on China's behavior. If their behavior improves we will not decouple, but if their behavior does not improve, we will complete the decoupling process. xo
