What is the effect of the writer's use of tone (changes in tone) on the reader?

Appeared on The Guardian on June 14, 2013 written by Glenn Greenwald.
The text was written for people interested in what is going on with Edward after the whistleblowing. Ask the guiding question, then answer shortly.
He writes in a very formal tone, the effect of this is multiple reasons which I will write about in the main paragraph

Used a very formal tone, you can see this in the first sentence “The disclosures also portend serious difficulties [...]”. Portend is a formal and sophisticated word.
Effect of this is it makes Greenwald seem more believable due to its sophistication.

At the same time there are moments where the language is formal, but it is not sophisticated language.
It is language that regular people use. Since it is very informative, he cannot always try to use very sophisticated language because it can make the story unclear. In the closing paragraph, we can see that he uses formal but not very sophisticated language. The effect of this is that it makes the story clearer for the reader.
