Jeanne additions

If schools do NOT open this fall, or even if they do so with shortened days, work at home days and other modifications that mean lessened or under-adequate learning, millions of kids, especially those at risk for whatever reason, may fall behinds and never catch up. I see this as potentially a huge risk for kids educationally. What will be done to catch them up? 

Are the educators asking where, in addition to the already threadbare funding, the additional billions it will take to counsel or work with children who have not only fallen irretrievably behind, but also to overcome the fear or even terror being instilled  into young minds, perhaps permanently?
