North Nibley Parish Council Meeting 6th November 2024

Again it was a pleasure to attend fast moving and professional Parish Council meeting last night along with Cllr Braun and Cllr Cohen. I took some informal notes.

No members of the public present this time.

A brisk run through the 'Action Tracker'. A list is maintained of all actions which are properly managed ensuring that prior tasks don't slip through the cracks. :)

Minutes approved. The council is still on the look out for people to co-opt. Interested? Contact the Clerk.

I gave a quick summary of activity from the SDC District Councillors' Report and answered a couple of questions. Cllr Cohen ran through her GCC report. Linda discussed many items. The importance of using the official diversion route when Rushmire Hill in Wotton is closed. Using local knowledge to navigate unsuitable roads leads to gridlock and frustration for all. Highways are saying that a local crossing doesn't meet the threshold (no. of children). Discussion. All of the problems around the school are caused by parents using cars rather than walking. Education needed (for parents). There was a Bolster Wotton event that all three of us attended and Cllr Cohn reminded us that North Nibley business should get involved too.

There was a little discussion on a planning application which had already been granted. Much more discussion on two applications, which are permitted development but their use in connection with the land was questioned. A thoughtful response, pulling on prior knowledge of the site and AONB, was formulated as a parish reply.

An update was given about the new playground. A very well attended meeting and there was agreement on 'Site A' as being the best location along with a corridor to connect with the school. Grant funding at GCC looks precarious though, some is being pulled. Churchyard maintenance work was discussed and quotes have been obtained. More general tree maintenance discussed.

Cllr. gave an update on a well attended Biodivesity meeting held at the Black Horse. An e-mail follow-up. New interactive web-site, clean energy event and eco day planned. Article should follow in the Edge.

A response to the Draft SDC Local Plan is required by the 8th December. Cllrs. will take this away and report back next meeting. Residents, businesses and community groups are also welcome to take part in the public consultation.

Further discussion about the best placement of defibrillators in the more rural areas of the parish.
