Data monopoly

Today's key business model is data monopoly.
Using the data to prove something, for example: "our car self-driving system is safer than a driver"
How can we trust the company claims? Isn't it a conflict of interest?
The data is protected by intellectual property, no one can confirm whether claims are true or not.
And even if data was available, it is really hard to understand.
As complexity of technology keeps increasing, policy decisions will slowly be deferred to companies that have the "knowledge" to make decisions.
