The overall message of this Psalm is that all of the plans and efforts of the workers of evil, and Satan himself, will fail. Even if it seems like evil is on the verge of success, suddenly God will shoot at them with an arrow. Suddenly God will destroy and defeat all evil!

God avenges the righteous and His people need not concern themselves with the arts of self-defense.
