Ukraine Victory Plan

🇺🇸🇺🇦 The situation in Ukraine is critical. President Biden must respond to this crisis with more urgency, and more determination to help Ukraine defeat the Russian terrorists that have invaded their country.

First of all, let there be no doubt in anyone's mind that Ukraine is joining NATO. Invite Ukraine to join NATO. Second, Ukraine has every right to use US weapons to strike Russian military targets inside Russia. Third, we want all Russian weapons that enter European airspace shot down, including Ukrainian airspace. Russia does not have the right to shoot weapons at any European country for any reason. Fourth, we will invest in the Ukrainian arms industry. Finally, we call on Germany to provide Ukraine with Taurus missiles.

President Biden must do the following things IMMEDIATELY to help Ukraine.

1. Increase the pace of weapons transfers to Ukraine: The USA must immediately provide our Ukrainian allies with the remaining $5.5 billion in Presidential Drawdown Authority (PDA).

2. Allow greater flexibility on restrictions for U.S. provided weapons: President Biden must immediately revise any policies that limit the use of US-provided weapons, including ballistic missiles, to strike military targets inside Russia. The USA must change its policy to restrict only the type of targets, rather then their distance from the border.

3. Increase the cap of US government non-military personnel allowed in Ukraine: President Biden must direct the Secretary of State to increase the number of government personnel allowed in Ukraine. The current personnel are overwhelmed and are unable to provide anything beyond day-to-day management.

4. Establish a regulated presence of US military contractors inside Ukraine: The administration must allow a limited number of US military contractors to support operations inside Ukraine. The presence of US military contractors will also help mentor Ukrainian personnel to increase self-sufficiency and increase their ability to maintain US equipment.

5. Expand training for Ukrainian land forces: The USA must maximize the use of all available training capacity located in the European Command (EUCOM) area of responsibility. The expansion will allow Ukraine to train more troops.

6. Deliver more shareable, commercially-derived intelligence: The administration must use processes already in place to increase the delivery of available unclassified information to Ukraine.

7. Dramatically expand the Pentagon industrial base policy workforce: President Biden must direct the Secretary of Defense to reassign at least 100 DOD civil servants and move them into the base policy workforce offices and ask Congress for new hiring authority and supplemental money.

8. Rapidly accelerate contracting timelines: President Biden must formally direct the Secretary of Defense and the service acquisition executives to require all contracting officers to leverage contracting flexibilities laid out by the DOD.

9. Hold monthly high-level defense industrial base meetings: President Biden must direct the Secretaries of State, Defense, and Commerce to host monthly high-level defense industrial base meetings with Ukraine, key NATO allies, and defense industry officials.

10. Deliver more Dual Purpose Improved Conventional Munitions (DPICMs): The US inventory includes hundreds of thousands of serviceable 155mm DPICMs rounds and President Biden must send $250 million of them to Ukraine immediately.
