Daniel 4:13 describes King Nebuchadnezzar seeing a watcher in a vision as he was in bed. The watcher is described as holy and descending from heaven. In 4:17 the watcher himself says that what he came to say was the decree of the "angelic watchers" (NASB) and that the decision was made by "the Holy Ones".
