The tower of Babel was never completed

Genesis 11:8 tells us that God giving people different languages and confusing them stopped them from building the city/tower of Babel.

Josephus explains in his book the antiquities of the Jews that the word Babel means confusion and that they called it that because of the confusion that was caused by God. So really the city was known as the city of great confusion.
