Demons became new/false gods

Deuteronomy 32:16-17 "
They stirred him to jealousy with strange gods;
with abominations they provoked him to anger.
They sacrificed to demons that were no gods,
to gods they had never known,
to new gods that had come recently,
whom your fathers had never dreaded."

This passage indicates that demons at this time were new and false gods that they did not know previously and their fathers never had to dread.
This makes me think that there may be a difference between gods (being the sons of God) and false gods (being demons).

Just before verse 16 and 17 Moses uses the phrase "Foreign gods" in contrast to the Lord in verse 12.

Deuteronomy 17:2-3 uses the phrase other gods.
1st Corinthians 8:5 Paul mentions there are indeed many gods in heaven and on earth but also mentions so-called gods.
1st Corinthians 10:20 Paul then says that the gentiles of that area were sacrificing to demons (not necessarily gods)
Psalm 82:1 says "God has taken his place in the divine council; in the midst of the gods he holds judgment:" This refers to gods at a much higher level than demons as these seem to have been in his own council.
